having problems whit GTA games

the problem is that some things like the fires effect and lights and stuff like that dont appear
they appear in the background only
sometimes appears in all the game but sometimes not

I dont know how to take screenshots

my videocard is a S3 graphics Prosavage DDR

my dads old emachines had an s3 pro savage 4, did the same thing. It stopped when I put a ti4200 in it.
