Having trouble Launching game

i've been trying for several months to resolve this issue. microsoft wont help, but the steam Techsupport wants me to go through them. has anyone gotten this error?

'the MSS DLL is incorrectly installed in the windows directory.'

if its not that message its something like - the instruction at "Ox2423g94f7" referenced memory at "OxOd545tfc". the memory could not be read.

not sure what these mean, can anyone help me out?

thanks for the link, altho i followed every step and still got the same errors
