Help: "Connection Failed After 4 Retries"

I bought counter-strike source online and downloaded it over steam 2 days ago.

Whenever I try to join a CS:S server, the game loads and the load bar gets stuck on 2 bars for around 15 seconds.. before delivering the message "connection failed after 4 retries"

I cant connect to ANY servers..
There is no solution i can find for this problem on google or on the steampowered support site, as the usual fixes dont apply to me due to:

* I can connect to steam fine and see all server lists and add friends to my friends lists fine. So theres not a problem connecting to steam network.
* Ive forwarded all the required ports listed by steam for CS:S on my router (netgear RP614v2)
* ive allowed access through windows firewall (even tried with the firewall turned OFF)
* i pass ALL the tests for network connectivity at steam://support/?Issues=Connection* and for the background programs as well
* i can ping the servers from command prompt
* EVERY SINGLE OTHER ONLINE GAME I HAVE WORKS AND CONNECTS FINE

Please help..
what else can i do?

Are you joining games from inside CSS or from Steam's Server Browser? Also make sure the games you're attempting to join are indeed CSS. I remember a bug a while back that listed 1.6 servers in CSS.
