HELP - Gmod 9 Friends Offline

Hi ppl! I'm having a problem with Garry's mod 9. When I open the friends window in the game, it says: "STEAM needs to be running for friends to be available". And STEAM IS running. I can't chat with my friends while playing, I need help please.
