Help!!!! Graphics Problem!!!

HELP!!!!! I want to have little details like with a sniper, i want to be able to see movement in the scope. Also i cant see bullet holes on dead peoples bodies. I am able to see it on my freinds computer. Everytime i try to change my graphics setting on my computer it stays the same. HOW CAN I CHANGE THIS!!!!!

no i mean like on the aug, there is an image that moves and i also cant see blood from where teh person got shot
