Help! I can't figure out how to fix my FPS issues!

Computer are not my thing so bare with me.

My computer:
Intel Celeron 2.4 GHz
ASRock PE PRO-HT Motherboard
1 gb of ram
Windows XP
gForce 6800 GT 256 mB DDR3

I also have a ATI 9800SE on my desk.

With either video cards I get an average of 28 FPS with source stress test at 1024x768 on full settings. I've checked my Bios and it is set for the AGP slot for video. I've uninstalled and installed the drivers and software multiple times. Since both cards give me the same issue I'm thinking it could be a software/driver issue or a hardware issue. I cannot figure out what else to do. I guess I can call tech support but I would like to ask you guys first. Thanks for your help!
 
28 FPS???!!!

Now that is indeed highly unusual. Although your processor is a bit of a bottleneck (hinders the rest of the hardware to perform at its best), it should certainly give more than 28 fps... Visit the Steam Forums for information regarding Half-Life 2 and its problems.

EDIT : I also found this.
EDIT 2 : Do you have DirectX installed? You can check this by doing this :
Start --> Execute --> type in : dxdiag .
If you don't get a screen in a minute or two, you don't have DirectX installed. Google the internet for 'DirectX 9.0c download' .
If it shows up, could you tell me the DirectX-version?
