help me please

i just installed steam again and i click on it to start it and nothing happens, i check the processes and it says steam is working but nothing happens so i close it and still nothing happens. i try to just click on counter strike and it says ''gameinfo.txt does not exist'' what should i do? any help would be apreciated :cheese:
