help setting up server

hey all i need help setting up a server please. I have done everything right i believe but when i try start server for dod i get the message that dod is out of date. I then try to update it using dos prompt like it says and then it tells me:

unable to open hldsupdatetool.exe for reading (copying)

Please dont move this topic i beg you...most people are on in this forum and I know i will get help
