May I just ask; are you reinstalling steam? Sometimes it happens that steam doesn't install everything (don't know why).
Try deleting everything in your steam folder, and deleting the install you downloaded, then re-download the install from the steam website, and reinstall it. Hopefully that will fix your problem.
