Help with new update

I just finished downloading the new update for css. but it says that the update has done 99% and offline mode is not ready. I do have broadband, but i don't want to have to monitor my connection status to make sure i don't download too much. if i create a server full of bots, and lock it, will it still be downloading from the net?

i left steam just running for a few minutes and it now works in offline mode. the bots are awesome! but i can't have more than 20 or it goes a little slow..
