Help with ping!

Hi!
I have played cs and cs:source for a very long time, and I have always had low pings. But now I got about 100 higher ping then my neigbour who has a 900/200 connection and i have a 1700/500 conneection. I have run Ad-aware, Spybot and anti-virus program. Checked in taskmanager for programs that could be using bandwith, but nothing has worked. Please help! (i play cs:source the most btw.)

Where are you from? Does this happen to each server you play on?

Might be hardware, software, antivirus software problems. Who knows
