Help with radio effects

Ok so I finally was able to get my mic setup now I can record my voice.But I dont know how to make it sound like Im talking through a radio.Is there a program that can add that effect to my sound files?I fso where?My original plan was to get a walkie talkie and just speak through that but I would have to go to the store first.

one way is with windows sound recorder. click
Effects->Increase Speed (100%)
do that like three times. Then do decrease speed the same number. Do it more to decrease quality more. or just save it with a really low sample rate in the save options.
