Help with Skyrim and Steam Cloud

I went to open up Skyrim on Steam earlier, and a notification came up saying that the Steam Cloud game files didn't match my computer's game files, and would I like to sync them? I can't remember which option I chose, but when the game loaded it was at the very beginning of a massive PITA quest that I'd finished a while ago, and one I have no desire to do all over again.

So my question is, is it possible to recover that newer game file after having synced to Steam Cloud? Also for future reference if there's any way to turn off Steam Cloud to prevent this from happening again, I'd love to know.
