Help with Task Manager.

I recently got my old PC (which was full of spyware and viruses) cleaned up with Kaspersky Antivirus. Now I can't access Task Manager. It just says -

"Task Manager has been disabled by Administrator"

- even when I log on as the Admin. How do I fix this? Help is appreciated.

Your virus's have screwed your PC. Instead of spending hours and possibly days trying to find a solution, only to find that it either cannot be repaired, or you do not have the skill to repair it, just spend one hour backing up and reformatting your PC. Easy. You should really re-format every 6 months or so anyway, if you care about your PC, or like it to run properly and at its best.
