Help with VAC

Ok, so my friend bought a server with VAC from recongamer, and im the operator who does all the changes, but recongamer doesnt have a console, so i was wondering, how do i turn off VAC(his request)? do i put something in like server.cfg? i need help with this..if some1 can tell me what to put an where..i would greatly appreciate it..

Don't ask me lol he's never hacked with me, and he follows me a lot.. he says that it lags him or something..i dunno what the real deal is..but he just wants me to do it..

VAC doesnt lag anything im afraid. almost every server has it.
