Have you installed any HL2 fonts? If so, uninstall them.
Also, found this in this thread ( http://www.halflife2.net/forums/showthread.php?t=77467&highlight=fonts )

Ok, what you do is: do a file search for halflife2.tft, and DELETE all results. The ones you need to play HL2DM or HL2 are automatically restored. It's important however, that you delete the halflife2.tft that is stored in your windows fonts folder, since that overrides the steam one and creates problems such as yours.
