That's the capital city. I'd imagine the countryside is where the famine is at.

Actually I had images from the capital in mind. Empty streets, empty hotels (like the pyramid-like one seen in the video in the distance), ideologically brainwashed people stuck with technology from the 80s, with no contact with the rest of the world.

You still can see some of this in the video, but for some reason it doesn't seem as bad.
