HL start-up error

When I try to start up HL2 I get the "Preparing to play Half-Life2" but then I get an error that says "unable to load filesystem_steam.dll". I've already delete the HL2 map and deleted local game content and redownloaded it.
Any suggestions?

Sounds like a problem with the Steam client. Try reinstalling it.

I can play all the other games....
