hl2 Config settings...anyone similar problem???

I go into My computer right click disk in drive and explore. Toggle on down to the below config settings. This is even when I have completely uninstalled all hl2 and steam components. I don't see how those errors can be possible. My pc is a brand new top of the range system Anyone else having problems have a similar config settings?
