This 3rd movie is obtainable from Steam, just like Docks.
Just do the same as for the unofficial Docks release, only change "media/movies/HL2-Docks.exe" to: "media/movies/HL2-HL2-Kleiners_lab.exe"}"2"
Save it, start Steam and watch the G-Man option in the menu

Or you could simply download it off BitTorrent
