your post is worded SO badly and lacks so much information that it actually makes you sound like a pirate. everyone that has replied so far seems to be confused as to what the hell you actually want.

however, instead of letting you wallow in your woefully inadequate communications skills, i will assume you are NOT a pirate, and stretch my intellect a little to help you.

i am going to assume that you have a legal version of "the game" hl2, and a slow, or low monthly limit internet connection. you seem to want to know if you can install hl2, but then avoid the forced update that happens immediately after installation. (yes, it is called an update. while technically you could call it a "downloading from steam", you can see the confusion not calling it an update has caused). anyway, after all of this the answer is no. you cannot avoid that first update. you could get around it if you know someone with the full, updated version of hl2, and copy their .gcf files, and paste into your appropriate steam folders etc etc then restart steam, but otherwise no, there is not a way to stop it doing that first update.
