HL2 won't save my settings.

Ok this is getting kind of annoying, for some reason every time I exit the game it won't save most of my settings. The only thing that seems to be saved are my video settings, everything else (keys, audio ect) get reset to default.

I tried looking in my config.cfg and it is blank, and it isn't set to read only so I have no idea why it isn't saving my settings. Is anyone else getting this? If so is there a way to fix it?
