no. you have to own a retail copy of half life to play through steam.

ya you need to purchase half life 2, but the program Steam is free. Steam is just like a server browser program for valves games. You can also buy their games on it. If you buy the silver version of hl2, you get all the games they have made in the past too, so if your interested to get hl2, chip out an extra 10 bucks and get the whole package.
