HLDS-S downloading whole game?

Is it just me or is my dedicated server downloading stuff I really don't need to host a server? I mean stuff like a million sound files, gun models, and gun physics files. Or does it need that so if someone connects, it can verify or crosscheck their files against mine? meh..

it's just getting ready for making dedicated CS:S beta severs, and eventully HL2 and CS:S non-beta servers
