Horrible FPS, Decent Hardware

I have a nVidia Geforce 6600 AGP, a 2.8 ghz Celeron D processor(Yes, I know, but I was on a budget), 1 gig of corsair valueselect ram, and a soundblaster Live! 24 bit sound card, I run Windows XP Pro x64 Edition.

Now, my question is this, why is it that even when I play at 1024x768, 64 bit mode enabled, and moderate settings, I get on average 20 fps on HL2.

Any Ideas? They're appreciated :)

[EDIT] And max temp I hit under full load is ~50C
 
uhh don't use the 64bit edition?
One because you are now using double space for addresses your 1gig of ram is basically 512megs when compared to the 32bit version.
 
Haha that's worse than what I get and I fall below the system requirments.
 
Wow, thanks Minerel, I booted into my 32 bit windows and installed steam+halflife2, and now I get ~40fps at all times, thanks!
 
I can run games even better than x86 Windows using my Sempron 64, 9800 Pro, 1.5GB RAM and XP Pro x64.
