How Do I Change A Jpeg File To a "VTF"?

I want to use a spray, but everything I've read says my file has to be a "VTF". How can I make it one?

eh a jpeg should work. vtfs are just texture files for skins and textures on maps. jpegs/bmps/and tga should work.

TF2's spray loading is messed up. It works much better if you just compile the VTF outside of the game and stick it and the VMT in the proper materials folder.
