How do I open the Console?

I have tried the tilde ` key but nothing happens, how do I open it I want to be able to play antlion troopers.

go to options, keyboard, then advanced, then enable console there

Options>Controls>Advanced, then tick the box next to "Enable Developer's Console".

Then tilde should work.
