how do i rip videos VHS onto my comp?

You need a capture card.
PCI Card or an external Firewire or USB capture box.
Plug in the Audio and Video connections from the VCR and use the software that it comes with or buy your own. There is free software out there as well. Check here for more help.

The idea you want to keep in mind while capturing video is to minimizing quality loss.
You don't want to settle for a lower end product unless you don't care about quality at all.
Having the "VHS is already poor quality" isn't the right idea. Unless you want even poorer quality becaues there is always some quality loss. The quality of the recording/product just minimizes that. You can enhance the image later.
