How do you create online cs server? (not ds)

I know I can create server in LAN but can I create online server? (not using DS) if yes, how?

start up CS:S, and click create server. Then when the server starts up set sv_lan to 0 (if it still exists, its a 1.6 command). then make sure the port your server uses is opened up in your router (if you have one). Once all this is done, your server should show up in the master list
