What is the console command and how do I get a console in Counter-Strike Source (` doesn't work)?

I saw a few animated shemale sprays today

The tilde key does work, and it's ` (Top left, not on the right next to the enter key). To get the console though you may need to go to:
options - Keyboard - Advanced, and turn on Developer console (I think that's it's name). hope that helps.
