The PI has been sent by the cult to do a "noisy investigation", it's scare tactics one on one - They're watching you, and you know it. If you're an important person they'll try to remain hidden, but that's pretty hard. If they find some of your "crimes", they will pass this on to the OSA, the Office of Special Affairs, which is essentially Scientology's gestapo. For example - PI finds out that you have 2 kids, so he waits for them and follows them to school every day. This is some of relatively light stuff they'll do. They'll dig, dig, and dig, because as Hubbard said -

Anyone who attacks Scientology is a criminal. All you have to do is dig up their crimes, and if you can't find any crimes, manufacture them.

And when Hubbard says it, who are we to judge? Bottom line - As the video says, the common Scientologist pays for Scientology and the OSA's harassment of critics. Oh yeah, OSA is their PR machine, too.
