How to make s spinning .gif

How does one make a spinning .gif? I have tryed searching the forums and the interweb and no programs that are free seem to allow this, just a moving library type affair.

Any assistance is appreciated.

Just use Photoshop.

Search tutorials on how to do it. I don't exactly know the entire procedure, but i've done it before.
