How to midify weapon stats

I am completely new in modding the half life 2 series and the first problem i have encountered is that i wanted to modify smg accuracy and remove the grenade launcher completely and do not know how to modify weapon stats in this game.

1. I do not know where (which file stores them) are those stats like accuracy recoil and so one stored ai inly found some stats in a cfg but you can change only the damage of the weapons and character health.

2. I have the orange box with all half life 2 series so is it important that i download the orange box sdk or can i modify the weapon stats only using a notepad or wordpad?

3. If i can only modify the weapon stats only using the sdk please tell me what to open modify it all steps?

I hope that someone can help me with this because i have seen a lot of weapon mods but even if a analyzed them i still couldnt find out how did they do it.
 
You can edit skill.cfg (it has all the weapon damage info) using Notepad, further changes require coding.
 
yes i have found out that i have to use the sdk to create a mod and use the visual studio to compile them but there is another problem.
I want to make the mod for all parts that is half life 2 episode one and episode two
will it work with all parts? i have used on the source sdk the create mod modify half life 2 singleplayer and engine set to The orange box
so will my client.dll and server.dll have all the files in them that the half life 2 episode one and two client.dll and server.dll have?

If i am not wrong but i think that if i want to create a mod for episode two in the source sdk i select the orange box engine and current game half life 2 episode two if i want to create a mod for half life 2 i select engine half life 2 episode one and current game half life 2 and the same goes for episode one just i have to select curent game half life 2 episode one am i correct if not please correct me.
 
The files are separate. It won't work with all of them I believe.
