Try downloading Team Fortress 2 Dedicated Server, I did yesterday, but I'm not sure if it appears on the server list, thats an option for friends and group guys only, I don't know how to otherwise.

Depends. If you already own a dedicated server machine, you can install TF2 DS on it.

If you're just a regular computer user, you'll probably need to rent hosting.
