I couldn't get either of the low-violences to work recently, although they worked when I tried them a few months ago.destrukt said:this doesn't seem like a common problem, so you might be better off asking on the steampowered forums.
wasn't there a content-control thing in 1.6, it seems it didn't make it to source.
edit: did a bit more searching and found some possible fixes.
#1 - try either of these in the console, if it works put it in the autoexec.cfg or make a script yourself.
cl_lowviolence 1
or
cl_low_violence 1
#2 - enter these into the console, if it works put it in the autoexec.cfg or make a script yourself.

violence_agibs 0
violence_hblood 0
violence_hgibs 0
#3 - turn on the content-control lock in half life 2 than go into cs source and the blood should be gone.
