how to use cheat on pc????

I have no clue how to enter a code on the pc. ive pushed every button on my laptop and no window pops down. ive tried while paused, while unpaused, ive done everything. i thought you just simply pushed "~" just like every other game but nothing happens. someone please help!!!!
