He's near the worst, but not quite.

Several presidents have either tied or been worse in my opinion, namely Nixon, Taft, maybe Adams, or even Grant. Most presidents have either been unbeleivebly good, scandalously bad, or mediocre as to not merit a history book. We just see Bush' actions as being particularly upsetting because the issues are current. If we lived in the 1820's or the 1920's or something of that nature we might see Jackson, Hoover, Harris, Polk, Van Buren or any of those other rather controversial presidents as the "worst president ever"

it basically just depends on the time you live in. Something tells me, however, that the Bush presidency will go down in history as an unpopular and rather stale presidency.
