I'd like to make skins and models for games,But yet, I just don't have the "Equipment" where can I get the "equipment" to make skins and models?

For model you can use Blender, Gmax, XSI v.3

All are free downloads from their respective sites.

For skins you really need a paintprog, adobe photoshop is the one most widely used. I don't know of any good free ones.

You could get pretty far with a scanner and microsoft paint, but I don't advise it
