I have the found Skill.cfg with GCF S but i can't access the file.

Im am trying to edit my Skill.cfg file for Half-Life 2 in my Steam/SteamApps/source engine/hl2/cfg so i can make the game more challenging. Im getting into the source engine file using GCF Scape i cant open the Skill.cfg file with GCF Scape and when i try to extract the Skill.cfg i get an error message saying Error writing C:\Users\John\Desktop\skill.cfg (Error: Unexpected end of GCF stream (0 B of 4969 B). Has the GCF file been completely acquired?)
Please help me some one i know there is a difficulty mod out there but when i install the mod all the vehicles in the game are missing the steering wheel preventing me from steering the vehicle.

Yes it is. I have tried to validate the the skill.cfg to see if that would do anything but the validation failed.

Yes i verified my cache through steam and i have also defragmented the cache files as well but the skill.cfg is still greyed. I have also have tried reinstalling the game

Maybe try running the game and see if Steam will try to fix it.
