ok, Well, After stopping from playing css to do some work for a few weeks I want to play again, So I went back on and it was acting crazy, giving me all these errors etc. So I went on the forums and searched around and found this that I had to delete any antivirus/firewall programs to elimite the error

So, I checked for any antivirus/firewalls I had installed and turns out I didnt have any because a few weeks back I installed some trial versions on some like panda av, bitdefender, trend micro etc. to test them out but right now I dont have any. So I wondered maybe somethink like limewire is cuashing the problem, I deleted almost every program that could use a internet connection AND I still get the error.
I get the error now after deleting everything only when I go to install CS: Source (or any other mod) It starts at like 30 KBS-150KBS - goes down to zero and eventually I get the Precondition error.
So I have no clue what to do. I paid for this game and DOD:Source and I want to get Red Orchestra but I dont know what to do!
Also, I checked some more and xfire was a problem but I DONT HAVE xfire!, I also tried unistalling/reinstalling and verifying my game files but i just get the same error when it was like 80% in.
Ok So I got a reply from steam telling me to delete everything in steam folder execpt steam.exe and steamaps. I did that and now I get:

Now, For some reason I finally launched steam without getting the error. Now When I try to install CS: Source it says UPDATING: 0% and the spead starts off at like 150 KBs but then goes down to 0KBS quickly and what the heck am I suppose to do, It stays at 0% with it not even downloading. I tried deleteding local content and trying agian, doesnt work.
