They're considering it but I doubt Sierra are gonna be too ecstatic to sell boxes to Valve to make Valve's way of cutting them out more popular.

Who says you don't have to pay extra for the CD, box, manual, etc?

They just said they were considering it... they didn't mention any specifics.
