Over here once you're contract is up your network is legally obliged to unlock your phone for you if you ask.

Does this mean that once completing a contract you are still unable to unlock it? I have heard that if you pay the $250 or so for early termination, AT&T will unlock your phone since you would be paying the equivalent of the unsubsidized (i.e. purchasing the phone off-contract) price of the phone.
 
Surely this is one of those 'laws' or whatever the hell it is, that would be next to impossible to actually enforce...

This. Isn't there a law that makes it technically illegal to do anything with a computing device that wasn't intentionally programmed into it by the manufacturer? Like, an umbrella law against hacking, but affects tons of legitimate things end consumers do with devices?
