I'm stuck in the sewers, please advise

Hi,
I just got this game and been playing for a couple hours. I ran through the sewers and entered a room with a black NPG who is Doctor ___? When I go up to him its like I'm not even there. I suspect that I am supposed to complete some kind of task in the sewers and he will engage me in some sort of dialogue and then I'll be able to move on. Please help.

He's supposed to jump down, start talking, go to the door, open it and scanners will come flying out. If he doesn't the game has bugged, reload the chapter. If you're where I think you are.
