Image to Video help

Does anyone know of a free program that allows you to convert still images to any video format. I'm working on making a fragmovie for hl and have it in a lot of bmp's and need it to be converted to video.

maybe its also possible with the paint shop pro animation thingy?
Not sure how good it is and stuff, just my 0.05 cents
