Inexplicable graphics problem!

I'm getting really crappy framerate and my mouse movements are delayed.

my specs are:

3.2 ghz
1gig ram
micro-star FX5900 XT graphic card (and an UPDATED driver.)
directx 9c

why the hell is it doin this? even with graphics turned way down its still choppy/slow.

can someone help me? I can't find any help on the seirra tech support form.

Hmmn this is a problem a lot of people seem to have and Valve has releaed patches for it that have fixed it for some people but not all and you are one of them, all I can say is try to defrag your harddrive and download the newest drivers for your motherboard, and search on these forums, the term "stuttering" should yield some good results and also especiall search the www.steampowered.com forums.
