Installed a new 9600XT...trouble

I put a new 9600XT on my brother's computer:

Pentium 3 700Mhz
Intel 815 chipset
Windows XP Pro SP2
Catalyst 4.8
Rosewill 9600XT 128MB

Here's the problem. All works fine EXCEPT there's a crazy effect on the monitor. Things have some sort of transparent shadow around them. It's really crazy. It's not horribly bad, but it shouldn't be doing that.

Here's the weird part, it doesn't do that when it boots up! Only when in Windows. I tried resolutions down to 800x600. Nope, doesn't fix it...
 
looks like you just have to mess with the screen sizing options on your monitor
 
Tried all of those (Degauss, on my monitor it's "Demagnetize"). The shape options do nothing.

This will sound silly, but make sure your moniter cable is pushed all the way into the back of the video card. I've seen some weird moniter effects from the cable being only half way into the card.
 
I just got a 9600xt that installed about an hour ago. Does your monitor black out for a sec then go back on at all? Anyone know the power requirement on the 9600xt?

If it was the power supply then it would crash in games. The requirement is really low, it doesn't need too much power you're fine. As for blacking out then coming back on, that usually means it's switching the resolution/refresh rate. When does it black out then go back on? Cause if it does that when it's booting up that's supposed to happen.
 
both times it blacked out and went back on happened right after a boot up. I have a Sony Vaio and the psu is a whopping 280watt'r. I just put in two duel kingstons 512s and the 9600xt other than that everything else is stock. Im hoping Sony put a decent psu in this computer.
 
Yeah both my 9600 XT and 9800 pro have done that "black out" thing. Doesn't bother me. Also happens betweens tests on 3dmark, going into and getting out of games, everything.
