Installing problem!

I bought a 5cd version of Half-Life 2. When I double click on the steam.exe the Steam installation runs correct, but I get stuck on the License Agreement. I can't pick if I agree or not and I also can't proceed further on.

If you read the whole UELA then you will know how to select to Agree.
