Well, since I'm at work, I havn't seen this yet...but is it two guys on each side of the street, and they pretend to pull a rope, and people slow down....and at the end, the guy makes this insanely hilarious/retarded laugh while running at the camera?

If so, it was on this forum, and somebody commented on that
