there arnt any really lol

the best i know of is

#pro-hl on quakenet, its not css only but a lot of good players hang out there

there are many channels on quakenet to find matches/servers for some practice clan wars.

these channels are maily for cs 1.6 although i have seen some unreal tourney matches here.

i think for cs:source it is #2on2.css, #3on3.css etc or something close to that.
