Is CS:source gonna be available in retail on the 16th?

it wont be retail , its the MP part of HL2..so essence YES>..because it comes with hl2..but no not as a seperate part. There may be a posibiliy of it coming out at a later date..a lot like origonal CS

i recall them saying it would come out by it self without hl2, or no?
